In September 1991 CCWA was formed to construct, manage and operate Santa Barbara County's local facilities for distribution and treatment of State water. CCWA is a joint powers authority comprised of eight member agencies. CCWA is a wholesale water provider to 13 water districts and private companies in Santa Barbara County, and another 11 water purchasers in San Luis Obispo County.

The Central Coast Water Authority (CCWA) has currently issued RFBs seeking competitive bids from qualified and appropriately licensed contractors to perform:
- asphalt surface preparation and the application of a Bituminous Seal including Fog Seal and Slurry Seal at the Polonio Pass Water Treatment Plant.
- ADDENDUM 1 to Asphalt Prepartion and application of Seal and Slurry
- ADDENDUM 2 to Asphalt Prepartion and application of Seal and Slurry
- preventative maintenance work on electrical switchgear located at the Polonio Pass Water Treatment Plant and the Santa Ynez Pumping Plant
